At the end of Chapter 1 you face a boss fight I could not win this boss fight because of Tomi being my Henchman I needed a good support and he couldn't do it. He would be one of the most useful henchman because of the number of traps and locked chests in the game but his Armor Dexterity cap means he's a severe and ever-increasing hindrance in combat. He has weapon finesse so he uses dex for his attack rolls his initiative bonus his AC bonus his reflex save and the majority of his rogue skills.

In NWN armor limits on Dexterity affect EVERYTHING that uses dexterity. At about L8 he has reached his armor limit on his dexterity bonus and all further dexterity improvements are wasted. Every four levels he uses his free ability point to increase his Dexterity and eventually he gets Gloves of Dexterity+2. He wears Studded Leather armor which caps his dexterity bonus at +5. The first Henchman you meet is Tomi Undergallows. I had/have one major problem with this game. I've played NWN many times since I first purchased it about 20 years ago.
